Party Menifesto

State Structure

1. The Party shall devise a constitutional framework to make Pakistan a genuine federal parliamentary democratic state, in which the Senate shall be made an institution with substitutive powers.

2. The subject of defence, foreign affairs, finance, currency and communications shall be administrated by the Centre; the present status of the tribal areas shall be changed and they shall be integrated into the contiguous province.

3. All the Assemblies and representative institutions shall be constituted through elections held under the joint electorate system on the basis of one man, one vote.

4. For the promotion and consolidation of democracy, the electoral system based on proportional representation shall be introduced, in which adequate representation shall be guaranteed to workers, peasants, lower and middle classes, women and minorities.

5. The Federal parliament shall consist of two Houses; National Assembly shall be elected on the basis of adult franchise; all the federating units shall have equal representation in the Senate; working classes and minorities shall be given representation in both houses in accordance with their percentage in the population; women shall be guaranteed the maximum possible representation.

6. Effective steps shall be taken to free the election process from the dominant influence of money and ensure fullest participation of the people in the electoral process.

7. Under the system of proportional representation, the right of voters to express no confidence in their elected representatives shall be protected by law.

8. In order to strengthen democracy, the powers and rights shall be devolved to the lowest tier so that the people are able to exercise their financial and administrative rights and powers through the elected Union Councils and Town Committees. Elections to Local Bodies and their continuity shall be given constitutional protection.

9. Panchayat system shall be introduced and provided constitutional protection; it shall be made an integral part of the local bodies set-up.

10. The political, social, economic and cultural rights of linguistic and religious minorities shall be protected; all the national cultures and languages of the country shall be protected.

11. The languages of all the nations living in Pakistan shall be accorded official and national status; Urdu shall remain the lingua franca of the country.

12. All non-productive expenditures including military expenditure shall be cut down; the armed forces shall, in all circumstances, be kept under the civil administration.

13. The administrative machinery shall be restructured on democratic lines; through the process of decentralisation in the administrative and state structure, the powers shall be devolved downward to be exercised by the elected institutions at local level.

14. Police and revenue departments shall be reformed and re-organised and all political interference and appointments in these departments shall be brought to an end; their appointments and promotions shall be made strictly in accordance with the rules and regulations; these departments shall be freed from the scourge of corruption; the terms and conditions of employment of police personnel shall be improved and the prevalent method of police torture and violence shall be done away with.

15. The country shall be cleared of all illegal weapons and drugs.

16. Discretionary and extra-legal powers held by the state functionaries in the matter of recruitment/ employment shall be withdrawn.

 

Fundamental Rights

1. All the fundamental human rights as set forth in the UN Charter of Human Rights shall be afforded constitutional protection.

2. Every citizen shall be guaranteed the right to education, health care and employment.

3. Every citizen shall be guaranteed the right to protection of life, property and honour and the right to receive justice.

4. Every citizen shall have the right to freedom of expression, movement, association and organisation, besides the unconditional right to strike and collective bargaining.

5. Every citizen shall have equal right to be appointed to any office or elected to any representative position of the state or government, irrespective of caste, creed, religion, sect, race, colour or gender.

6. Basic reforms shall be introduced in the judicial system in order to provide speedy and inexpensive justice to all citizens without discrimination; all black laws shall be replaced.

7. Employment of the children below the age of 14 shall be treated as a cognizable offence under the law.

 

Policy on System of Justice

1. The system of justice shall be strengthened and empowered and made independent, by completely separating the judiciary from the Executive.

2. A judicial Commission shall be constituted for appointment of judges in the superior courts.

3. The practice of appointing officials after retirement shall be stopped.

4. Working conditions of courts shall be improved.

5. Access to law and justice shall be guaranteed to everyone.

 

Education Policy

1. Human development and progress is impossible without scientific and technical learning; therefore, along with promoting primary education, special attention shall be paid to the promotion of scientific and technical education.

2. A uniform syllabus shall be introduced in all the educational institutions.

3. The independence and autonomy of educational institutions shall be protected; democratic culture shall be fostered in them, and students shall be given the right to organise themselves.

4. Educational institutions, especially universities, shall work to develop democratic thinking, progressive outlook, scientific ideas and humanism.

5. The income earned by way of fees charged and the expenditures incurred by independent/ privately-run educational institutions shall be regulated by law.

6. An integrated education policy shall be introduced.

7. The medium of the teaching at primary class level shall be the mother language; English shall be taught as a compulsory subject from the elementary classes onwards, to enable every child to acquire control over one international language as a means of access to modern knowledge and meet the challenges of the modern age.

8. Professional and vocational education shall be introduced from the middle level, and steps shall be taken to provide free compulsory education up to Matriculation.

 

Health Policy

1. It shall be the responsibility of the State to provide health care facilities to every citizen.

2. Government-run hospitals shall be set up at tehsil and district levels and equipped with all facilities for medical investigation and treatment.

3. Under a national health policy, the loot and plunder of multinational pharmaceutical companies shall be curbed by law; generic scheme shall be introduced and enforced.

4. The income earned by way of fees charged and the expenditures incurred by independent/privately-run hospitals shall be regulated by law.


Labour Policy

1. A labour policy to protect the rights of workers shall be introduced, re-affirming the terms and conditions of work as set forth in the ILO Conventions, Agreements and Recommendations; the right to form trade unions, strike and collective bargaining shall be secured by law in all government and private sector establishments; there shall be only one union in one establishment and its elections shall be held democratically.

2. All labour laws shall be framed at least in conformity with ILO Conventions and Recommendations, contradictions and anomalies in existing laws shall be removed.

3. A law shall be framed to establish workers share in the ownership of industries.

4. Utility services in the public sector shall not be privatised.

5. Contract system of labour in industrial establishments shall be totally abolished.

6. Workers wages shall be raised; the pay/wages of any unskilled worker shall not be less than the value of one tola(10grams) of gold and shall be pegged to the cost of living.

7. A reasonable balance shall be maintained between the highest and the lowest pay through a process of rationalisation of pay scales.

8. Adequate modern safety arrangements and precautions shall be enforced in industries and mines to prevent accidents. 

9. Education, healthcare and hous9ing for workers and their family members shall be responsibility of the employer and state.

10. An effective and impartial judicial structure, free from political influences and manipulations shall be established, to resolve disputes between employers and employees.


Policy for Women

1. Women shall be assured of a vibrant, active and purposeful role in Pakistani society; they will enjoy equal rights with men in economic and political life; towards this end, separate legislation shall be introduced, conforming to all the international covenants, conventions and recommendations relating to women.

2. Special laws shall be framed to protect the rights and interests of working women.

3. Discrimination on the basis of gender in the fixation of wages shall be done away with.

4. Nurseries/creches shall be set up for the children of working women.

5. Marriage of minors and marriage against ones will shall be prohibited by law.

6. All inhuman and immoral feudal and tribal traditions and customs that militate against the dignity of women and their right to life shall be forbidden by law.

7. Efforts shall be made to ensure 33 percent share to women in all the elected bodies of the country, as long as they have not achieved equal opportunities with men in all fields of life.


Media and Information Policy

1. Radio, television and other media shall be brought under the control of neutral institutions so that democratic and scientific way of life and thinking may be developed.

2. Law shall be framed to guarantee to the people the right of access to information.

3. An Accountability commission shall be constituted for finding the truth about national affairs; all the reports of various commissions on questions relating to the countrys affairs shall be made public.

 

Agriculture Policy

1. A maximum land ownership ceiling of 25 acres of non-irrigated land per family shall be fixed and lands in excess of the ceiling shall be resumed by the State without compensation an distributed free of cost among landless peasants, tenant farmers and agricultural workers.

2. All state lands shall be distributed among the local landless peasants, free of cost.

3. Peasants who have been given state lands under various land distribution schemes shall be conferred ownership rights over such lands.Lands given free of cost to absentee allottees, especially civil and military officers, shall be confiscated and distributed to landless peasants and tenants.

4. Peasants/farmers shall be provided credits, agricultural implements, fertilisers and pesticides on easy terms; fragmented and uneconomical land holdings shall be integrated.

5. Laws pertaining to the terms & conditions of work and wages of agricultural workers and their right to organise, shall be framed in conformity with the principles laid down by ILO.

6. There shall be no ejectment of landless peasants/tenants farmers until substantive land reforms have been implemented; all forms of forced labour shall be abolished.

7. Civic facilities provided to urban areas shall gradually be extended to rural areas; agro-based/home-based/cottage industries shall be set up in the rural areas.

8. Modern mechanised farms shall be turned over to the joint ownership of peasants on cooperative bases, in which a peasants right of ownership shall be equal to a subsistence unit; cooperativisation shall also be encouraged in fragmented land holdings.

9. State procurement prices of agricultural products shall be fixed, keeping in view the interest of the peasants as a matter of preference.

10. The agricultural policy shall be so formulated as to give preference to self-sufficiency in the production of peoples needs and generate employment.

11. Short-term and long term planning shall be undertaken to ensure the supply of water for irrigation and preservation of the fertility of land.

12. Modern scientific agricultural institutes shall be set up throughout the country to provide training to farmers and peasants.

13. The remaining titles, purses, honours and concessions bestowed by the British colonial regime upon former rulers of princely states and tribal sardars shall be abolished.

14. All such lands which the tribal sardars had forcibly acquired in the name running the sardari system shall be re-distributed among the people.

15. Necessary measures shall be taken at Government level for the development of cattle-breeding/ animal husbandry, fishing and forestry.

16. Afforestation of as much barren land as possible shall be undertaken; existing forests shall be protected and preserved.

 

Industrial, Trade and Economic Policy

1. Special attention shall be paid to industrial development. Private investment for industrial development shall be encouraged. However, the presence of the state sector in basic and heavy industries and utility services and enterprises is imperative in the public interest. The state shall continue to play its role in discharging its overall responsibility for achieving national industrial and economic development targets. However, encouraging private investment in industries will not mean free licence for creating monopolies, unbridled profiteering and ruthless exploitation of the people and suppression of workers rights. Private industries and investment, while allowed to flourish, shall be made to function in harmony with the requirements of our country and its people.

2. Small and medium industries shall be given special encouragement; bureaucratic red-tap, cumbersome procedures, bribery and other obstacles in their way shall be eliminated.

3. The public sector shall be expanded to promote the setting up of heavy industries and their development, public sector shall be expanded; it will have upper hand over private sector. Further, such steps shall be taken which would help the growth of national and local investment and industries; a network of agro-based industries shall be developed in the rural areas to help curb the exodus of people from villages to big cities.

4. In setting up new industries, preference shall be given to the under developed areas of the country and special care shall be taken to ensure that those industries employ local labour so that regional disparities may be narrowed down and migration discouraged.

5. Workers shall be given representation in the administrative structure of public sector industries, banks and financial institutions.

6. Cooperative system shall be introduced in the public services sector.

7. The conditionalities imposed by multinational corporations and international agencies like IMF, World Bank and WTO which are detrimental to national interest shall not be accepted.

8. Agreements of cooperation and collaboration shall be concluded with regional and other underdeveloped countries, for promotion of industrial development, economic independence and self-reliance and safeguard national sovereignty.

9. A just and fair taxation system shall be introduced; people shall be relieve from the burden of indirect taxes; taxes shall be levied on the basis of income in all sectors of economy includ9ing agriculture.

10. Speedy recovery of unpaid loans and credits taken from banks and financial institutions shall be ensured.Multinational investors shall be allowed to repatriate 25 percent of their local profits; the remaining 75 percents shall be spent on development and providing technical knowledge and raining. 

11. A moratorium of 50 years shall be applied on repayment of loans to foreign consortiums and financial institutions.

 

Foreign Policy

1. Pakistans foreign policy has from the outset been dove-tailed to the global schemes of imperialism. As a result, our relations with neighbouring states has always remained strained and our international image deeply compromised. Internally, our economy, politics, culture, morals and national interest have all remained subservient to imperialism; so much so that our independence, sovereignty and freedom to think have become meaningless. Therefore, it is imperative that the present pattern of foreign policy is changed so as t0o serve the interest of Pakistan and Pakistanis.

2. An independent and realistic foreign policy shall be adopted, which will strengthen and consolidate our political sovereignty and economic independence.

3. All such treaties which are detrimental to national interest shall be annulled; friendly political, economic and cultural relations on the bases of equality shall be established with all peace-loving and progressive states of the world, especially neighbouring states.

4. World peace and understanding shall be promoted and all efforts for disarmament shall be supported.

5. Pakistans territory shall not be allowed to be used to serve the interests of foreign powers.

6. In deference to the international principles of mutual respect for the independence, sovereignty and security of nations, Pakistan shall not interfere in the internal affairs of any country and shall not allow any country to interfere in its internal affairs.

7. By fostering friendly relations on the basis of peace, equality and sovereignty, all contentious issues with neighbouring states shall be settled through negotiations.

8. All disputes with India shall be resolved through negotiations; the issue of Kashmir including Gilgit and Baltistan shall be settled on the basis of the right of self-determination of nations.

9. Self-reliance shall be strengthened by cementing economic and cultural relations with the countries of the region; and freedom from imperialist economic domination shall be secured.

10. No treaties and agreements in the future shall be valid or enforceable without the approval of the Parliament.
